ECO Special Waste Management Pte Ltd (ECO-SWM)

ECO-SWM, a NEA-licensed Toxic Waste Collector was established in 1998 to provide waste management solutions for hazardous wastes. Located on a 2.5-hectares plot of land, the plant is equipped with state-of-the-art equipment and provides a comprehensive range of treatment and recovery facilities.

1.0 Waste Treatment and Disposal

1.1 Incineration

 
ECO-SWM is equipped with a sizable fluidized-bed incinerator in Singapore. It is based on the advanced technology developed by EBARA Corporation of Japan. The incinerator operates between 800°C to 1,000 °C with a 99.999% Destruction and Removal Efficiency (DRE) and is able to handle a wide range of organic wastes in the different states of solid, semi-solid, liquid and gas. The flue gas generated from combustion is further treated by dry scrubber and wet scrubber to ensure regulatory compliance for the air emission which is monitored by our on-line Continuous Emission Monitoring System (CEMS).

1.2 Wastewater Treatment

ECO-SWM's wastewater treatment plant involves physical and chemical treatment plant which was constructed with the consultancy from SANYU Plant Service Corporation of Japan. The plant has the capacity to treat a wide range of wastewater generated from different type of industries. The integration of the plant with other treatment facilities allows higher flexibility to enhance the treatment capability and capacity. The plant is well-equipped with adequate and appropriate local exhaust ventilation system to extract hazardous mists and gases. The exhausted gases are further scrubbed through wet acidic and alkaline scrubbers prior to emission discharge into atmosphere.


1.3 Evaporation

ECO-SWM's wastewater treatment capability is further enhanced with the installation of evaporation plant; Forced Circulation Evaporator coupled with Agitated Thin Film Evaporator (FCE-ATFE). This technology offers a better waste management approach in achieving waste minimization and maximizing water recovery. FCE is used to reduce the waste volume by crossing its saturation limits and the slurry from FCE is fed into ATFE to convert it into power form which is relatively small in volume.

1.4 Stabilization and Solidification

Non-incinerable or unrecoverable solid industrial hazardous waste such as metal sludge, spent catalyst, ashes, etc. shall be stabilized before being transported to government landfill. ECO-SWM has the capability to handle these types of waste with the setting up of stabilization and solidification plant. The stabilization process involves physical and chemical encapsulation of the leached contaminants and fixing them within the cured or solidified matrix. Any air pollution resulting from the process is reduced through the water spraying system and vacuum dust collector. The stabilized waste shall undergo Toxicity Characteristic Leaching Procedure (TCLP) to verify its suitability for landfill before being sent to government landfill site.

2.0 Recovery Services

2.1 Container/Equipment Decontamination and Recovery

 

There are different types of container being used to store or collect the chemical and its waste. The container size ranges from as small as 500-mL bottle to as large as 20-m3 ISO tanker. ECO-SWM is presently equipped with drum washing facility which is capable of recovering glass bottles, 25-L carboy, metal/plastic 200-L drum, etc. This facility is equipped with semi auto high-pressure water jet system with proper containment of washing water for further treatment. ISO tanker decontamination and steaming services is our extension business in providing bulk container services. We also provide the regeneration of equipment services such as removing and disposal of absorbent in gas abatement equipment as well as decontamination of chemical-contaminated equipment.

2.2 Solvent Recovery

ECO-SWM's solvent recovery plant was developed through the R&D effort of ECO-IEE with external consultancy service under the provision grant by NSTB (1997) and EDB (2003). Several sets of distillation system have been installed to boost the in-house solvent recovery capability and capacity catering for the surge in market demand. ECO-SWM presently serves the printing industry, chemical-manufacturing industry and electronic-manufacturing industry. We recover spent solvent and recycle it as secondary resource to our customers. These products include isopropanol, ethyl acetate, hexanes, toluene, petroleum-based solvent, mixed solvent, etc.

2.3 Oil Recovery

Oil sludge with substantial recoverable oil content is sent to ECO-SWM oil recovery plant for further extraction to recover the oil. With the system modification and technology upgraded of the plant, it is capable of maximizing the oil extraction with better quality of recovered oil throughput. Presently, we serve industries such as petrochemical and refining industries, shipyard industries as well as tanker cleaning industries.

2.4 Energy Recovery through Biomass Fired Cogeneration Plant

Cogeneration is the simultaneous generation of heat and power which achieves greater efficiency and cost effectiveness. ECO-SWM biomass fired cogeneration plant is one of the Full Scale Demonstration Plants under COGEN 3 Programme. It is equipped with a worldwide-patented Dynamic Water cooled Step grade combustion technology from Belgium. This core system of Integrated Hazardous Waste Treatment burns wood waste to produce energy (power and steam). It makes the energy plant self sustaining with extra electricity output to other waste treatment plants while the generated back pressure steam is used by sub-systems of downstream waste treatment facilities such as ISO tanker steaming, oil recovery, solvent recovery and evaporation plant.

3.0 Logistics Capabilities

4.0 Other Services


4.1 Projects

With the experience in waste management services, ECO-SWM is well equipped with a group of competent staff with strong technical know-how to handle waste management related projects which involves multi-discipline knowledge and skills. We are capable of offering a comprehensive package of on-site waste management services as follows :

4.2 Emergency Response Services (ERS)

 

Chemical-related industries such as refinery, petrochemical, chemical, semiconductor and pharmaceutical have been developed extensively and rapidly in Singapore. In conjunction with this, a prompt and effective emergency response to any incident involving hazardous chemical or waste is essential to prevent and mitigate any adverse consequences to people, property and environment. ECO-SWM has extended its capability by embarking into emergency response services. The ER team is well-trained by SCDF on HAZMAT and is equipped with an emergency response vehicle, mitigation equipment, decontamination equipment, confinement/ containment equipment, monitoring equipment and a comprehensive set of personal protective equipment.

4.3 Hazardous Waste Exporting

There are some highly hazardous wastes that are beyond the treatment capability of the local facilities to handle, for example, chlorinated aromatic waste such as chlorobenzene and Polychlorinated Biphenyls (PCBs). Such wastes have to be exported to countries with the suitable treatment technology for disposal or recovery, which the export process is governed by the International Basel Convention. ECO-SWM has the permit to export such waste and have established the full procedure in providing the export service. In doing so, it is able to provide the complete service by coordinating and working with all parties throughout the transaction, such as the waste generator, State agency of export, State agency of import, freight forwarder, banker, insurance company, as well as the shipper.

4.4 Special Waste Treatment Capability

ECO-SWM sees itself as a waste management solution provider, instead of a service provider. Therefore, ECO-SWM's approach is to work closely with our customer to derive a special treatment or customized service to suit our customer's need. Our capability was fully tested in April 2000 when we were called upon to handle the disposal of a large quantity of highly toxic chemical which deteriorated on board a ship en-route its destination. Our unique management capability empowered us to coordinate and organise a multitude of resources from driver agencies like the regulatory bodies, port authorities, land transport, etc. We were able to formulate a suitable treatment and disposal solution for the chemicals within the required timeframe based on our technical knowledge. This operation was completed to the full satisfaction of all parties involved.

4.5 Waste Management Consultancy

ECO-SWM also provides waste management consultancy as part of our total waste management services to our customers. This service helps us to service the long term needs of our customers, helping them to identify future requirement and evaluate for more efficient and cost-effective solutions at an early stage. Our consultancy approach looks at waste management in totality from waste reduction to waste reuse to waste recycling.
